Press Release: ILO Group Releases AI Framework for State Education Agencies (SEAs)

Today, ILO Group is releasing its Framework for Implementing Artificial Intelligence (AI) in State Education Agencies (SEAs). The Framework aims to provide strategic guidance that acknowledges the significant impact of AI on student preparation for college, careers, and the workforce. It addresses the ongoing evolution of AI on students’ knowledge and skills as states update their education goals and workforce development approaches accordingly. Recognizing the profound impacts of AI on society, the Framework supports SEAs in creating transparent structures with enhanced oversight to mitigate the risks of AI and enhance digital and AI literacy.

SEAs play a critical role in leading conversations around the importance of a coherent educational vision that leverages AI for maximum benefit. Additionally, they must ensure all applications comply with student data privacy regulations like FERPA and that there are processes in place to continuously evaluate AI tools for accuracy, bias, and age-appropriate content before deploying them in classrooms. 

The Framework emphasizes the role of AI as a supportive tool when used under full human direction, oversight, and quality assurance, noted ILO Group CEO and Co-Founder Dr. Julia Rafal-Baer, and points state leaders to other resources from experts and organizations at the forefront of the field to inform their work.

The Framework for Implementing Artificial Intelligence in State Education Agencies (SEAs) complements and advances the earlier release of ILO’s school district-focused Framework for Implementing Artificial Intelligence in K-12 Education. The new, state-focused Framework is divided into two sections:

  • Statewide AI Areas of Considerations: The Political, Operational, Technical, and Fiscal realities of AI implementation for SEAs. These foundational pillars are intended to support SEAs in specific and discrete ways, as they navigate the complexities of AI implementation. The Framework outlines initial steps like forming task forces, establishing research agendas, and promoting digital and AI literacy, to the potential use of more advanced undertakings such as creating AI assurance laboratories, conducting AI readiness assessments, and creating innovative funding mechanisms to support responsible AI adoption. 
  • Division-Specific Applications: This section focuses on the practical use cases for AI within the workings of state education agencies to enhance both internal and external operations.  It highlights how AI can improve key operational functions illustrated through concrete examples across:
